I. Overview
What is the “Malaysia My Second Home” (MM2H) visa programme?
The Malaysia My Second Home (MM2H) programme is a long-term visa initiative introduced by the Ministry of Tourism, Arts and Culture Malaysia (MOTAC), which allows eligible foreign nationals and their family members to reside in Malaysia on a long-term basis.
Depending on the selected category, applicants and their dependants may be granted a stay of up to 20 years (renewable). The programme is particularly suitable for individuals who wish to establish a second home in a country known for its multicultural environment and high quality of living.
If I obtain an MM2H visa, does it grant me Permanent Residency (PR) or citizenship?
No. The MM2H visa is strictly a long-term residence visa and does not equate to Permanent Residency (PR) or Malaysian citizenship, nor does it confer eligibility for either status.
How long can I stay in Malaysia under the MM2H visa?
The duration of stay depends on the visa category selected:
- Platinum: 20 years
- Gold: 15 years
- Silver: 5 years
- Special Economic Zone (SEZ): 10 years

What is the MM2H Special Economic Zone (MM2H – SEZ) category?
The MM2H Special Economic Zone (SEZ) category is a dedicated stream under the MM2H programme, specifically designed for designated economic regions. Compared to other MM2H categories, it features distinct financial requirements and property purchase conditions.
At present, Forest City in Johor is the only area officially designated as a Special Economic Zone under the MM2H programme.
Which areas are currently designated as MM2H Special Economic Zones?
At present, Forest City in Johor is the only area officially designated as a Special Economic Zone (SEZ) under the MM2H programme.
Are the financial requirements for the SEZ category different from other MM2H categories?
Yes. The SEZ category has comparatively lower fixed deposit requirements:
- Applicants aged 50 and above are required to deposit USD 32,000
- Applicants aged between 21 and 49 are required to deposit USD 65,000
These amounts are approximately 50% lower than those required under other MM2H categories. In addition, the participation fee is RM1,000, which is also comparatively lower.
Are there any specific property purchase requirements for the SEZ category?
Yes. Participants under the SEZ category are required to purchase property within Forest City, subject to the following conditions:
- The property must be purchased directly from a government-designated developer
- The purchase of secondary (resale) properties is not permitted
- The minimum property price starts at approximately RM600,000
Compared to other MM2H categories, the property purchase threshold for the SEZ category is relatively lower.
Do SEZ participants need to purchase property from specific developers?
Yes. Participants under the SEZ category are required to purchase property directly from developers designated by the Malaysian government, and the purchase of secondary (resale) properties is not permitted.
Under current regulations, purchases are limited to properties within Forest City, such as those developed by Country Garden.
III. Application Requirements
Is it mandatory to purchase a property under the MM2H programme?
Yes. Under the MM2H programme, all categories are required to purchase a property that meets the stipulated requirements.
What is the minimum property value required for each MM2H category?
The minimum property value varies by category as follows:
- Platinum: RM2,000,000 and above
- Gold: RM1,000,000 and above
- Silver: RM600,000 and above
- SEZ (Special Economic Zone): Limited to Forest City, with pricing determined by the developer
Can I sell my MM2H property?
No. As the property is tied to the conditions of the MM2H visa, it cannot be sold within the first 10 years from the date of purchase.
However, the property may be sold under the following circumstances:
- The owner intends to upgrade to a new property, and the replacement property has a higher value than the original property.
- The MM2H visa has been held for a minimum of 10 years.
- The MM2H visa has been formally cancelled and the holder has departed Malaysia.
Does my existing property in Malaysia meet the MM2H property requirement? Can I withdraw my fixed deposit?
Yes, you may use your existing property for your MM2H application, provided that the property value stated in the Sale and Purchase Agreement (SPA) meets the minimum threshold required for the applicable category.
If the property was purchased within two years prior to your MM2H visa endorsement date, you may withdraw up to 50% of your fixed deposit. However, if the property was purchased more than two years before the endorsement date, you will not be eligible to withdraw 50% of the fixed deposit.
Eligibility for withdrawal is determined based on the date stated in the SPA.
For example, if your MM2H visa endorsement date is 1 July 2025, only an SPA dated on or after 1 July 2023 will qualify you to withdraw up to 50% of the fixed deposit.
What types of properties can I purchase under the MM2H visa?
Under the MM2H programme, you are only permitted to purchase properties with a Residential Title. The only exception is properties classified as Commercial Title but designated for residential use (Commercial Title with Residential Use).
Can MM2H properties be jointly owned?
Yes. The property may be jointly owned, provided that it is held together with individuals listed in the Conditional Approval Letter.
If only one owner is applying for MM2H, the property must be under the name of the main applicant. Otherwise, the property ownership must be transferred to the main applicant, or a new qualifying property must be purchased under the main applicant’s name.
Can I purchase land or commercial property under the MM2H visa?
To meet MM2H requirements, visa holders must purchase a residential property.
If a visa holder wishes to purchase land or commercial property, they must comply with the relevant regulations and conditions set by the respective state authorities.
Is there a time limit to purchase a property after obtaining MM2H approval?
Yes. After the MM2H visa is endorsed, the property purchase must be completed within one year from the date of endorsement.
Failure to complete the purchase within the stipulated timeframe may result in the visa being cancelled or may affect future renewal eligibility.
Can I apply for a bank loan to finance the purchase of an MM2H property?
Yes. You may apply for a bank loan after officially obtaining your MM2H visa. The specific loan terms and conditions will depend on your arrangement with the respective bank.
Can I purchase multiple lower-value properties to meet the minimum property value requirement?
No. You are not allowed to combine multiple properties to meet the minimum requirement.
Only a single property may be used, and its value, as stated in the Sale and Purchase Agreement (SPA), must meet the minimum property price threshold.
IV. Minimum Stay Requirement
Are MM2H holders required to meet a minimum stay requirement?
Yes. The main applicant, either individually or combined with their dependants, must accumulate a minimum stay of at least 90 days in Malaysia per year.
Who is required to meet the minimum stay requirement?
- Main applicants below the age of 50 are required to accumulate at least 90 days of stay in Malaysia per year. This requirement may be fulfilled collectively with their dependants.
- Main applicants aged 50 and above, as well as their dependants, are exempt from the 90-day minimum stay requirement.
Will my visa be affected if I fail to meet the minimum stay requirement?
Yes. If the minimum stay requirement is not met, your MM2H visa renewal application may be rejected by the MM2H Committee.
V. Financial Requirements
Do different MM2H categories have different financial requirements?
Yes. The MM2H programme offers four main categories—Platinum, Gold, Silver, and the Special Economic Zone (SEZ)—each with its own specific financial requirements.
What are the fixed deposit requirements for each MM2H category?
The fixed deposit requirements are as follows:
- Platinum: USD 1,000,000
- Gold: USD 500,000
- Silver: USD 150,000
- Special Economic Zone (SEZ):
- Ages 21–49: USD 65,000
- Ages 50 and above: USD 32,000
Does every applicant need to place a fixed deposit?
No. The fixed deposit is only required from the main applicant, and dependants are not required to place any additional deposits.
Can I withdraw my MM2H fixed deposit?
Yes. After obtaining MM2H approval, you may withdraw up to 50% of your fixed deposit for the following purposes:
- Property purchase (Note: The Sale and Purchase Agreement must be signed after the MM2H visa endorsement)
- Education expenses
- Medical expenses
- Domestic travel expenses within Malaysia
How will the interest generated from my MM2H fixed deposit be handled?
You are entitled to retain the interest earned from your fixed deposit. Typically, the interest will be credited to your personal savings account and may be used freely for any expenses.
Are there any additional fees required for the MM2H application?
Yes. The main applicant is required to pay a one-time government participation fee as follows:
- Platinum: RM200,000
- Gold: RM3,000
- Silver: RM1,000
- Special Economic Zone (SEZ): RM1,000
Note: Dependants under all categories are not required to pay the participation fee.
VI. Application Process
What documents are required for an MM2H application?
When applying for a new MM2H visa, you are required to submit the following documents:
- A copy of the passport biodata page — for all applicants
- Passport-sized photographs — for all applicants
- Police Clearance Certificate / Certificate of Good Conduct — for the main applicant and dependants aged 18 and above
- Resume / Curriculum Vitae — for the main applicant and spouse
- Latest employment confirmation letter — for the main applicant and spouse
If you are applying together with your spouse, parents, parents-in-law, or children, the following supporting documents are also required:
- Marriage certificate — to verify the spousal relationship
- Birth certificate — to verify parent-child or family relationships
All documents must be duly notarised by the relevant authorities in the applicant’s country of origin and subsequently authenticated by the Malaysian Embassy in that country. Only after completing this legalisation process can the documents be accepted for submission.
Can I add dependants after my MM2H application has been approved?
Yes. You may add dependants at any time after completing the full MM2H approval process. Eligible dependants include your spouse, children, parents, and parents-in-law.
You will only be required to provide certified proof of relationship, such as a marriage certificate or birth certificate.
Is the applicant required to be physically present in Malaysia to submit the application?
No. During the application stage, the applicant is not required to be present in Malaysia. All documents can be prepared and submitted on your behalf by the appointed agent.
However, from the date of issuance of the Conditional Approval Letter, you are required to enter Malaysia within 90 days to complete the following procedures:
- Place the required fixed deposit
- Undergo a medical examination
- Purchase medical insurance
- Obtain the official visa endorsement
How long does the MM2H application process take?
From submission to approval, the MM2H application process typically takes approximately 3 to 4 months.
Why is it necessary to apply through an agent? Can I submit the application on my own?
Under the latest MM2H policy introduced in 2024, all applications must be submitted through government-approved agents. Individual applicants are not permitted to submit applications directly on their own.
Do I need to relocate to Malaysia immediately after my MM2H application is approved?
No, immediate relocation is not required. However, the following key timelines and conditions must be observed:
- You must complete the visa endorsement within 90 days from the date of the Conditional Approval Letter
- Applicants below the age of 50 are required to stay in Malaysia for at least 90 days per year (this requirement may be fulfilled cumulatively with dependants)
- The main applicant must purchase a qualifying property within one year of obtaining the visa
The minimum property price requirements are as follows:
- Platinum: RM2,000,000
- Gold: RM1,000,000
- Silver: RM600,000
- SEZ: Limited to Forest City only
Can I open additional bank accounts?
Yes. After obtaining a long-term visa, you and your family members may open bank accounts based on your needs, subject to the respective bank’s terms and requirements.
Can I ship my household items to Malaysia?
Yes. Used household items may be imported into Malaysia duty-free. It is advisable to engage a professional logistics company for assistance with the process.
VII. Dependants
Which dependants can be included under the MM2H application?
You may include the following dependants:
- Spouse
- Parents or parents-in-law
- Children below the age of 34 (must be unmarried and not employed in Malaysia)
- Medically certified disabled children (no age limit applies)
The following individuals are not eligible to be included as dependants: grandparents, grandchildren, siblings, and other extended family members.
Do dependants have the same visa validity as the main applicant?
Yes. If dependants apply together with the main applicant, their visa validity will be the same.
If dependants are added at a later stage, their visa validity will align with the remaining validity period of the main applicant’s visa.
Can children study in Malaysia?
Yes. Children are allowed to enroll in international schools; however, they are required to apply for a student pass separately.
What happens to dependants if the main applicant converts to an employment visa?
The dependants’ MM2H visas will be automatically invalidated. They will be required to transition to the corresponding dependant passes under the new employment visa category.
Can I apply for MM2H after marrying a Malaysian citizen?
Yes, you may still apply for the MM2H programme. However, please note that Malaysia does not recognise same-sex marriages.
Can I include an unmarried partner as a dependant?
No. Unmarried partners are not eligible to be included as dependants. A legally recognised marriage certificate is required in order to include a partner under the same application.
VIII. Business and Employment
Can MM2H holders work or conduct business in Malaysia?
No. Only main applicants under the Platinum category are permitted to work or conduct business in Malaysia.
Can MM2H holders act as company directors or shareholders?
Only participants under the Platinum category are permitted to act as company directors or shareholders. Applicants under all other categories are not allowed to engage in business or commercial activities.
Can participants under the SEZ, Silver, or Gold categories start a business in Malaysia?
No. Participants under the SEZ, Silver, and Gold categories are not permitted to start a business in Malaysia. To do so, they would need to convert to another visa type that allows such activities, such as an employment visa or the PVIP.
IX. Medical
Is a medical examination required?
Yes. A medical examination must be completed within 90 days from the issuance of the Conditional Approval Letter.
Is medical insurance required?
Yes. Applicants below the age of 60 are required to obtain medical insurance, which may be either a local policy or an international plan that provides coverage in Malaysia.
What is the healthcare system like in Malaysia?
Malaysia’s healthcare system consists of both government and private sectors. Foreigners are allowed to access both; however, many prefer private healthcare due to its greater convenience and higher level of service.
X. Renewal and Others
How often do I need to renew my visa?
All MM2H visas must be renewed once every 5 years.
What documents are required for visa renewal?
The following documents are required for renewal:
- A valid passport
- A medical examination report
- Medical insurance coverage
Where should I submit my renewal application?
The renewal application must be submitted through your original appointed agent or any other authorised MM2H agent.
What are the renewal fees?
The government renewal fees are as follows:
- Platinum: RM5,000
- Gold: RM3,000
- Silver / SEZ: RM1,500
Can I withdraw my fixed deposit if I choose not to renew my visa?
Yes. Upon cancellation of your MM2H visa, you may withdraw the full amount of your fixed deposit.
XI. Others
What happens to the fixed deposit if the applicant passes away?
It is recommended that the applicant prepares a will in advance to designate a beneficiary for the fixed deposit.
Under the latest policy, it is expected that applicants may nominate a dependant as the beneficiary; however, the detailed implementation guidelines are still being finalised.
Can I bring my car into Malaysia?
Yes, it is possible to import a car into Malaysia. However, due to high taxes and complex procedures, it is generally not recommended.
Am I exempted from hotel (tourism) tax?
No. Only Malaysian citizens and Permanent Residents (PR) are eligible for exemption.
Is overseas income subject to tax?
Overseas income remitted into Malaysia is exempt from tax until the year 2036. Only income derived from within Malaysia is subject to taxation.
Interest earned from fixed deposits is also tax-exempt.
